(1) In these rules, unless there is anything repugnant in the subject or context,-

(jaa) "Drawing and Disbursing Officer (DDO)", in respect of a contractee, as referred to in sub-section (1) of section 40, means the person who is responsible for paying any sum to a dealer for execution of a works contract within West Bengal;
