Notwithstanding anything to the contrary contained in these rules, the tax shall be levied @4% on the sale of industrial inputs, raw-materials and packing materials other than those already listed under entry No. 8 of Part-II of Schedule 'A' but excluding the goods as specified in sub-section (8) of section 11 of Himachal Pradesh Value Added Tax Act, 2005.
