(1) In these rules, unless anything is repugnant in the subject or context-

(d) "Circle Incharge" means the Joint Commissioner State Tax or the Deputy Commissioner State Tax or the Assistant Commissioner State Tax, Incharge of the Circle or the officer specially empowered by the Commissioner in this behalf;
