Subject: Insertion of Policy Condition regarding import under all HS codes in Chapter 72, 73 and 86 of ITC (HS), 2017 to require compulsory registration under Steel Import Monitoring System (SIMS).

In exercise of powers conferred by Section 3 of FT (D&R) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, as amended from time to time, the Central Government hereby adds a new Policy Condition in Chapter 72, 73 and 86 of ITC (HS), 2017, Schedule - I (Import Policy).

2. Vide Notification No. 17/2015-2020 dated 05.09.2019, import policy of 284 specified HS codes under Chapter 72, 73 and 86 of ITC (HS), 2017 was changed from 'Free' to 'Free subject to compulsory registration under Steel Import Monitoring System (SIMS)'.

3. Now, a new Policy Condition is being added as Policy Condition No. 5 in Chapter 72, as Policy Condition No. 2 in Chapter 73 and as Policy Condition No. 2 in Chapter 86 of ITC (HS), 2017, Schedule - I (Import Policy) for all these three chapters as follows:-

"Import under all HS codes of this Chapter shall require compulsory registration under Steel Import Monitoring System (SIMS)"

Effect of the Notification: Import under all HS codes of Chapters 72, 73 and 86 of ITC (HS), 2017 shall now require compulsory registration under the Steel Import Monitoring System (SIMS).

This issues with the approval of Minister of Commerce & Industry.
